Expanded access to care
Exemplar countries invested in bringing affordable health services closer to communities. They built health facilities in strategic locations with a focus on reaching the most vulnerable people. They established community health worker programs, which trained tens of thousands of community volunteers to conduct home visits, act as liaisons between health facilities and their communities, and educate people on health-promoting behaviors such as breastfeeding and routine immunizations. The countries also implemented pro-poor reforms that provided fee exemptions and subsidies to reduce financial barriers.
